Universal Service and Telecommunication Development
 
The universal service obligation for electronic communications covers the provision to all, of good quality electronic communications services, at affordable tariff conditions, and in an uninterrupted manner.
 
The following shall be considered part of the universal service obligation for electronic communications:
 
The possibility. Connection to the public telephone network;
The provision of public access points to electronic communications services throughout the territory;
Access to emergency services;
The possibility for certain social groups to benefit from special measures;
The routing of electronic communications to and from subscription points;
The free routing of emergency electronic communications;
The provision of a universal printed and electronic subscriber directory and a free intelligence service;
Any other activities of the Telecommunications and Information and Communication Technologies sector, decided by the public authorities.
Universal service is a dynamic concept whose content is subject to periodic review by the Telecommunications Administration.
 
The operators' specifications specify the obligations and conditions for the provision of the universal electronic communications service.
 
The financing of costs attributable to the universal service obligation shall be ensured by all operators of electronic communications networks open to the public and by all providers of electronic communications services to the public under the conditions laid down in the conventions Or the respective specifications.
