The Board establishes and maintains the national numbering plan and in addressing the plan determines the set of addresses and numbers in order to identify endpoints of networks and electronic communications services, to route calls and access, internal resources of networks, in accordance with the recommendations of the International Telecommunications Union. It guarantees users easy access to different networks and services, as well as the equivalence of numbering formats.


Addressing resources include semaphores codes of points, codes of electronic communications networks.

The Board shall assign in an objective, transparent and non-discriminatory manner to operators who so request, addresses, prefixes and numbers or blocks of numbers, for a fee fixed by regulation. The conditions of attribution and use ofnumbering resources, i.e. detailed rules for allocation of numbering resources, in accordance with Decree No. 2012/1642/1 PMJune 14, 2012, laying down the conditions of attribution and use of numbering resources. -.

The terms of use of these addresses, prefixes, numbers or blocks of numbers include:

  • the type of service to which the use of resources is reserved;
  • effective and relevantuseof the numbers allocated:
  • compliance with the requirements for number portability;
  • the payment of fees for usage.

Subscribers to an electronic communications network open to the public, are entitled to the service of portability of numbers following the conditions laid down by regulation.

Rental conditions, use of prefixes, addresses, numbers or blocks of numbers are specified in rules adopted by the Board, where appropriate, in the specifications given to operators.
