The Board establishes and manages the national numbering and addressing plan. The plan determines the set of addresses and numbers used to identify the endpoints of electronic communications networks and services, to route calls, Access to the internal resources of the networks, in accordance with the recommendations of the International Telecommunication Union. It guarantees users' easy access to different networks and services as well as the equivalence of numbering formats.

The addressing resources include, in particular, the signaling point codes and the codes of the electronic communications networks.

The Board shall assign, on an objective, transparent and non-discriminatory basis, to operators who so request, addresses, prefixes and numbers or blocks of numbers for a fee fixed by regulation.
