Operators of electronic communications networks open to the public, are required to grant, in objective, transparent and non-discriminatory conditions, requests for interconnection and access to any operator of electronic communications services, licensee network open to the public, holder of a concession, a license or a receipt for statement.
Interconnection and access to the network is subject to an agreement between the parties which mainly determines, the technical and financial conditions, in accordance with the provisions of Law No. 2010/013 December 21, 2010, governing the electronic communications to Cameroon and Decree N ° 2012/1640/PM of June 14, 2012, laying down conditions for interconnection, sharing of infrastructure and access to electronic communications networks that are open to the public.
The Board may request a modification at any time where it considers conditions of competition and interoperability of networks and electronic communications services are not guaranteed.
The request for Interconnection is made in writing and sent directly to the recipient operator, by any means which leaves a written record.
The recipient operator is required to respond within a maximum period of sixty (60) days from the date of receipt. After this deadline, the applicant may refer the Board in accordance with the provisions of the Law.
Any operator of a fixed telephone network open to the public annually publishes a reference offer for unbundled access to the local loop and related resources, in accordance with its specifications.
Licensed operators of concession publish, under the conditions laid down in their specifications; interconnect catalogues previously approved by the Agency.
The application of interconnection and access to the network cannot be refused if it is justified on the one hand by the needs of the applicant, and on the other hand, the capacities of the operator to satisfy the needs. Any refusal of interconnection must be justified.
The cost of interconnection is supported by the applicant.
